The Northwest Regional Development Agency (NWDA) and the Forestry Commission have earmarked a disused rubbish tip in Bromborough for redevelopment, reports the Wirral Globe.
Legal checks and site investigations still need to be completed before any work can be undertaken, and a design for the scheme still needs to be finalised.
Despite that, Wirral South MP Ben Chapman is confident that the NWDA's involvement will see the project go ahead.
He told the newspaper that a recent visit to the landfill site by NWDA chief executive Steven Broomhead was "very positive".
Mr Chapman added: "When finalised, the project will have a highly positive impact for local residents of Bromborough and beyond."
The landfill site, which closed in 2006, is currently owned by waste management and recycling business Biffa.
