The package is part of Sea Change, a government programme to support the development of sea-side resorts through investing in culture and heritage.
Visitor attractions such as galleries and concert halls, as well
as public spaces, will be targeted for investment.
The Commission for Architecture and the Built Environment and the
Northwest Regional Development Agency (NWDA) designated Blackpool
as a priority area for regeneration.
NWDA chief executive Steve Broomhead said: "This is welcome
news for Blackpool and for the northwest as a whole.
"Blackpool is well placed to maximise the benefits of a
culture-led approach to regeneration, with a developing events
programme and its heritage as Britain's favourite seaside
resort."
The Blackpool Taskforce has made a number of recommendations about
how to ensure the resort's future.
Proposals include the Talbot Gateway development, which involves
transforming a large section of the town centre into a commercial
and shopping hub.
