According to the Liverpool Echo, the northwest city has been "born again" as a result of the events and developments it has seen in the last year.
The new Liverpool One shopping centre was flagged up as one example of the changing face of the area.
Indeed, the newspaper said the opening of the retail complex is also a sign of its resilience in the face of a global economic downturn.
"Despite the general economic gloom gathering across the country, there is much optimism in the Merseyside air," it commented.
The Liverpool Echo added that "exciting" opportunities lie ahead for the region, which now has a newfound confidence and improved international image.
Liverpool's year as European Capital of Culture was marked with a number of high-profile events, such as the opening of the new Echo Arena and a performance at Anfield by ex-Beatle Sir Paul McCartney.
