The northwest city intends to submit a letter to UNESCO mapping out its musical offerings, which include major festivals showcasing music from various cultures.
In addition to a vibrant live and recording music scene, Liverpool is also home to a number of music organisations.
These include the Liverpool Philharmonic Orchestra and the oldest Chinese orchestra in Europe.
Warren Bradley, leader of Liverpool city council, said: ''Music is in Liverpool's blood and its influence has been truly global from the days of sea shanties and Merseybeat to classical and dance."
He insisted that the city's musical heritage was one of the fundamental reasons why it was crowned the European Capital of Culture in 2008.
It was predicted that the title would attract £2 billion of investment into Liverpool, creating 14,000 new jobs and prompting a surge in visitor numbers.
A UNESCO City of Music title could also have numerous economic and social benefits.
